Vision of the Department


  • To establish major mineral deposits through detailed G2 level exploration by way of detailed Geological Mapping, Exploratory Drilling etc. The department plans to take up these explorations in the areas where G4 & G3 level explorations have been already completed during previous Field Programmes.
  • Detailed mineral explorations in joint venture mode with GSI and MECL through National Mineral Exploration Trust in District Rajouri & Kishtwar.
  • Groundwater potential studies aided with Drilling wherever required.
  • Preparation of Landslide Hazard Zonation inventories/maps of all the Districts of the J&K (UT) as per the UT Disaster Management Plan.
  • Site specific studies of landslide/subsidence and other Geological problems referred by District Administration and other Government Departments.
  • To study and identify the feasible Mineral Blocks as per Minerals (Evidence of Mineral Contents) Rules, 2015.
  • To identify the new Mineral Bearing Zones in Geological potential areas.
  • To conduct E-auction of the identified and feasible Minor Mineral Blocks.
  • To grant Mineral Concessions as per MM (D&R) Act, and Rules made thereunder.
  • Promotion of sustainable mining wherein all possible precautions are taken for the protection of environment and control of pollution as per the recommendations of SEIAA and guidelines of Ministry of Environment, Forest, and Climatic Change, GOI.
  • Phased restoration, reclamation and rehabilitation of land affected by mining operation by mineral concessionaire which shall be completed before the conclusion of operations and abandonment of mine.
  • To infuse greater transparency and enhance efficiency in grant of mineral concessions by simplifying the procedure and adopting e-governance.
  • To promote research and development in association with other sister organisations.
  • Capacity building of human resources of the department by exposure and interaction with the setup of mineral rich states/technological advancements and by way of conducting seminars and trainings.
  • Modernization of the Departmental Chemical Laboratory and induction of the latest technology by procuring advanced equipments like Bomb Calori Meter, Digital Reflectance Meter, Atomic Absorption Spectrometer, Induced Coupled Plasma Mass Spectrometer, etc., for mineral analysis and Portable XRF, DGPS, Bore hole Camera, Bore hole Scanner, Analyser and Loggers to expedite and improve the objectives of exploration activities.
  • Establishment of Remote Sensing and GIS Lab, procurement of Satellite Imageries and GIS Softwares.
  • Implantation of developmental schemes for mining affected people and areas under Central sponsored scheme i.e PMKKKY.
    • Reservation of Mineral Bearing Land:

    • a. Huge mineral wealth is confined to forest areas, it is proposed to carry out exploration in forest land as per the provisions of Forest Conservation Act, 1980, and guidelines issued by Ministry of Environment and Forest from time to time
    • b. Mineral bearing areas will be entered in the revenue records. A system will be introduced to ensure that potential mineral bearing areas are not transferred for any purpose other than mining.
    • c. identification of Geologically important and heritage sites for Geo-tourism.
